The signing ceremony was organized by the Government to reaffirm commitment for the development goals through partnership with UNFPA, United Nations Population Fund.  Four project documents for 2019 were signed with the Ministry of Health and Medical Industry, Ministry of Education and the Academy of State Service under the President of Turkmenistan – all are co-financed by the Government.  A separate Co-financing Agreement was signed at the Ceremony between the Ministry of Health and Medical Industry of Turkmenistan and UNFPA on strengthening the male reproductive health services in the country.  High-level partners, including Minister of Health and Medical Industry, Deputy Minister of Education, Rector of the Academy and State Service of Turkmenistan, heads of departments and structures and mass media, participated at the signing ceremony. 

 

“Today, UNFPA implements the fourth Country Programme Action Plan for the period of 2016-2020.  All projects within the framework of the Country Programme are fully aligned with the national development priorities of Turkmenistan and will contribute to achieving the Sustainable Development Goals (SDGs) in the country,” said Ms. Bayramgul Garabayeva, UNFPA Assistant Representative during her opening statement.  “The strategic partnership in 2019 will build on the achievements of the previous programmes and will continue focusing on improving the lives of women and young people to lead healthy and productive lives and realize their full potential.”

 

Mr. Nury Amannepesov, Minister of Health and Medical Industry communicated the highest-level commitment to the issues of reproductive health, gender and data for development.  The minister informed that the strategic partnership with UNFPA has resulted in many achievements, and the government partners look forward to collaboration in the coming years to continue increasing the access of women, young people and men to services and knowledge in the area of reproductive health.  In this regard, in addition to the ongoing co-financing commitments of the Ministry of Health and Medical Industry of Turkmenistan to the joint Country Programme Action Plan between UNFPA and the Government of Turkmenistan, the Ministry signed a separate Co-financing agreement on strengthening and integration of male reproductive health services in the country.    

 

The 2019 projects with the Ministry of Health and Medical Industry will continue strengthening policy and institutional mechanisms to deliver integrated reproductive health services, cervical cancer screening, male reproductive health and youth-friendly services and family planning.  Partnership with the Ministry of Education of Turkmenistan will continue in promoting the rights and development of young people, and have wider access to knowledge on adolescent reproductive health.  The project of the Academy of State Service with UNFPA will focus on advancing institutional capacity in the area of demographic projections and data analysis.  Public servants and policy makers who attend the Academy will have access to international expertise through series of webinars on practical methods of demographic projections and using population data for sustainable development and monitoring of implementation of SDGs.

 

“UNFPA strategic partnership with the Government of Turkmenistan and all its ministries and structures is based on principles of national ownership, upstream policy, human rights based approach and results based programming,” said Ms. Garabayeva.  “Turkmenistan has demonstrated notable achievements in many areas of cooperation, owing to the national leadership and political commitment.  We congratulate the Government of Turkmenistan on co-financing the joint development projects, which sets the model for countries in the region.”
