UNFPA supports the government in the development of the national gender equality plan

UNFPA supports the Government of Turkmenistan in the development of the draft National Action Plan (NAP) for Gender Equality in Turkmenistan for 2021-2025. Series of meetings were facilitated jointly by UNFPA and the Institute of State, Law and Democracy.


Fifteen representatives from key national ministries and agencies discussed the results of the assessment of the current NAP, including the lessons learnt and recommendations for the next Action Plan taking into account the impact of the global pandemic.  The facilitators gathered inputs from all responsible agencies and identified cross-cutting areas, and collected recommendations to implement the gender equality actions in velayats and national level for an impactful second National Action Plan for Gender Equality.


The first National Action Plan on Gender Equality adopted in January 2015 is the first comprehensive policy document solely dedicated to advancing equality between women and men in Turkmenistan’s economic, political and social life. The plan addresses issues such as further engendering the legislation of Turkmenistan, the elimination of discrimination against women, promotion of equal opportunities for women, equal access to quality education, reproductive rights and health care and the labour market, gender-sensitive data collection and analysis, gender-based violence, as well as the fulfilment of international treaty obligations.


“Gender equality is a human right and a precondition for sustainable development,” said Mr. Dovran Yamatov, UNFPA National Programme Analyst on Gender Equality.  “Turkmenistan was one of the first countries to take up the 2030 Agenda for Sustainable Development. The National Action Plan for Gender Equality will help accelerate the implementation of the Sustainable Development Goal 5 to realize human rights for all, achieve gender equality and empowerment of all women and girls, so that no one is left behind.”
