UNFPA, United Nations Population Fund continues to support the State Statistics Committee of Turkmenistan (Turkmenstat) in advancing the system of state statistics. 

Within the framework of cooperation between UNFPA and the Turkmenstat, a constructive and fruitful work is carried out to advance the system of state statistics, to improve the quality of statistical data and the effectiveness of data generation processes, and to upgrade the professional level of Turkmenstat specialists. This cooperation is a clear indication of Turkmenistan's commitment to the country's international pledges to promote sustainable development, and foster the progress in addressing pressing issues of population and development. Cooperation between Turkmenstat and UNFPA is being facilitated within the framework of a joint project aimed at improving institutional capacity, applying modern methodologies and IT technologies, and strengthening the technical base of Turkmenstat.

Civil Registration and Vital Statistics (CRVS) is a critically important basis for establishing the rights and privileges of individuals in the legal system of any country.  If such registration is comprehensive, then it is the main source of vital statistics data.

UNFPA works with the Turkmenstat in integrating the modern computer programs for processing CRVS data, including analytical tables (on birth and death rates), and to consider the feasibility of obtaining  them for further adaptation and use in the Turkmenstat system.

An updated version of the Short List of Codes of Causes of Death, based on the International Statistical Classification of Diseases and Problems Related to Health 10th Revision (ICD-10), will be introduced into the state statistical system to ensure international comparability of data.

To this end, two UNFPA experts Ms. Guljihan Aygozina, an expert from the Population Statistics Department, and Mr. Abdikhalyk Tolebi, specialist of the Data Processing Centre of the Statistics Committee of the Ministry of  National Economy of Kazakhstan, provided a two-day workshop for the specialists of Turkmenstat.  The focus of the workshop was on technical aspects of data entry, processing and generating output tables for CRVS, including analytical tables (including for fertility and mortality).  For a better understanding of the databases used in Kazakhstan, a specific session was devoted to present details of output tables of population statistics data generated on a monthly, quarterly and annual basis, the algorithm used for data entry, and the list and type of data.

Throughout the seminar, there was a lively discussion among the participants on the formation of available data, the form of their presentation and the vision for further work.  Countries shared their experience in data quality assurance, and in fostering enhanced collaboration and use of data on the natural and migratory movements of the population.

Further cooperation between the two statistics agencies was specifically underlined as a very useful one. “We need to regularly meet and discuss the technical aspects of population data collection, processing and analysis. This lively dialogue for knowledge sharing definitely helps both sides to deliver better quality data and advance development efforts at national level,” said Guljihan Aygozina summing up the two-day consultations.
