Seminar on reviewing the international and national best practices and models of implementing youth policy was held in Ashgabat.
Ms. Mariana Turcan, UNFPA international consultant and youth policy expert, facilitated the seminar with participation of the representatives of the Mejlis (Parliament) of Turkmenistan, relevant department of the Cabinet of Ministers and the Youth Organization of Turkmenistan named after Magtumguly.
The first thematic session was devoted to a review of the Youth Policy Law of Turkmenistan, which was made by the members of Mejlis and representatives of the Youth Organization of Turkmenistan. In subsequent sessions, Ms. Turcan presented the best practices and experience of governmental and non-governmental actors in the European Union in implementation of youth policy. Separate sessions were devoted to youth participation in public life of European countries, as well as the issue of training the youth specialists in working with young people.
UNFPA globally calls upon and encourages governments to support and invest in effective youth participation including in decision-making. UNFPA assists countries to identify and implement policies and programs to secure the health, development and human rights of adolescents and youth.
“We are proud of our partnership with the Parliament of Turkmenistan,” said Ms. Bayramgul Garabayeva, UNFPA Assistant Representative in Turkmenistan. “We are glad that UNFPA was able to contribute to the development of the new Youth Policy Law of Turkmenistan.”
Alongside with the advocacy work, last year UNFPA organized a seminar on best international practices in the area of development of youth policies, where basic principles and key elements of modern comprehensive youth policies and laws were presented to the Parliament committee and Working group on development of the Youth Policy of Turkmenistan.
“New modern Law reflects international trends in youth policy, as it takes into account the interests and needs of different youth groups in Turkmenistan,” noted Ms. Garabayeva. “One of the achievements of the law is that along with the social protection of the State in support of youth, the Law also expands the opportunities of young people to better access information and youth-friendly services, and promotes youth participation in the formulation and implementation of the national youth policy.”
During the open discussion, participants identified further concrete steps in the implementation of the Youth Policy Law of Turkmenistan.
